就２０世纪９０年代起国际上日益盛行的内发性乡镇建设的社会背景、乡镇建设的对象及其展开、乡镇建设的出发点、乡镇建设的行政任务，以及内发性乡镇建设的内涵、特征和意义等方面进行了论述，并在实践的基础上提出了内发性乡镇建设的条件和建设性的试办方案，得出了居民是有地域特色的内发性乡镇建设的主体的结论。
